Solvent Abuse
The Youth Substance Misuse (YSM) Teams in Cumberland and Westmorland & Furness work with children and young adults across the spectrum of need from those children and young adults, who may not be open to any services other than universal ones (such as school), right through to those children and young adults, who are care experienced or open on Child Protection. Officers in the teams work directly with children and young adults on a 1:1 basis to deliver personalised interventions and harm reduction advice relating to substance misuse and related risk-taking behaviour, coaching them to make change.
Within the Cumberland YSM Team, they have seen a significant increase in referrals for solvent use over the past month and therefore have produced a briefing note [

Updated Information Sharing Advice Document May 2024

The Department for Education (DfE) have published a revised information sharing advice document from May 2024. You can access the revised advice document *here* [

This HM Government advice document outlines the importance of sharing information about children, young people and their families in order to safeguard children. It should be read alongside the statutory guidance Working Together to Safeguard Children 2023 [
].
The advice document is non-statutory and replaces the HM Government Information sharing: advice for practitioners providing safeguarding services to children, young people, parents and carers published in July 2018.
The advice is for:
* all individuals who are directly involved in safeguarding children, including frontline practitioners, managers and senior leaders
* individuals and organisations that work with children, parents, carers and families, in sectors such as social care, education, health, justice and voluntary
The advice document provides useful advice on consent and re-emphasises that GDPR and Data Protection legislation is not a barrier to sharing information where there are safeguarding and child protection concerns and also emphasises that practitioners should be proactive and seek out relevant information
from other practitioners
and agencies or organisations to build an accurate picture of a child and the family’s life.

Elective Home Education
The Child Safeguarding Practice Review Panel has published a briefing on elective home education in England. The paper collates learning from rapid reviews and local child safeguarding practice reviews to inform the work of safeguarding partners.
It explores common themes and highlights practice issues.

Financially motivated sexual extortion: an alert for education settings
Globally there has been an increase in reports of children and young people, particularly teenage males, being forced into paying money or meeting another financial demand after an adult offender has threatened to release nudes or semi-nudes of them. This is financially motivated sexual extortion, sometimes referred to as ‘sextortion’, and is a form of child sexual abuse.

The National Crime Agency has issued an alert to education settings that provides advice on how to:
* recognise the signs of financially motivated sexual extortion
* raise awareness and support children to seek help
* support victims

Westmorland and Furness - 0-19 Healthy Child Programme Public Consultation
WAF healthy child programme
A consultation has been launched by Westmorland and Furness Council on a proposed redesign of their Healthy Child Programme services.
The Healthy Child Programme (HCP) offers every family a range of support, including screening tests, immunisations, developmental reviews, and information and guidance to support parents, children, and young people to grow, develop and thrive.
The council has engaged significantly with families, children, and young people to develop the proposal they are now consulting on.
The Healthy Child Programme aims to build healthy communities for families and children and reduce inequalities and vulnerabilities. It includes a range of activity from universal services for all through to intensive support.
The latest data and feedback shows the needs of children, families and diverse communities have changed and the need to ensure services change with them.”

Early Help Training Update

Cumberland and Westmorland and Furness Early Help Teams are reviewing their Early Help Training at present to reflect developments in their Early Help offers.
There will be no multiagency Early Help training until September 2024 at the earliest. We can still offer bespoke training with your school or agency to ensure you have the current Early Help knowledge to support children and families in your Local Authority.

Responding Well Domestic Abuse Training
Cumberland Council and Westmorland & Furness Council, in partnership with SafeLives, are offering the training opportunity to complete ‘Responding Well’ Domestic Abuse Training.
SafeLives are a UK-wide charity dedicated to ending domestic abuse, for everyone and for good. They are independent, practical and evidence-led, with survivor voice at the heart of our thinking. They work with organisations across the UK to transform the response to domestic abuse.
This face-to-face training is free to all professionals and the sessions will last a full day.

In conjunction with Victim Support and Cumbria Constabulary, the CSCP are delighted to advertise the following training for all professionals potentially working with Victims of Domestic Abuse.
The training aims to equip colleagues to:
