The proposal will allow local decisions to be made about local priorities, such as housing
Council Leaders submit proposal to the Secretary of State
This week, we and Torbay Council formally submitted our joint proposal for a Devon and Torbay Combined County Authority, (CCA), to the Secretary of State for Levelling Up, Housing and Communities [
], the Rt Hon Michael Gove MP.
It follows agreement by both councils for the formation of a Devon and Torbay CCA that, if agreed by the Secretary of State, would oversee a raft of new decision-making powers and funding devolved to Devon and Torbay from Whitehall.
Opportunities like this don’t come around often, so it’s seen by both councils as a major achievement to now submit the application to the Government, and to be closer to having the CCA in place in the autumn.
It will enable important decisions to be made locally on local priorities such as jobs and skills, housing, and the environment.
Now the ball is in the Government’s court.
The two councils hope for a quick and positive response from the Government this month (May), with draft regulations to create the CCA made over the summer months with a view to the Devon and Torbay CCA holding its first meeting in the autumn.

Make Your Mark ballot box [
]
Devon’s young people make their mark in youth vote
During February and March, young people from across Devon voted for the issues that matter most to them in the Make Your Mark national ballot.
This year, votes were cast on both national issues and, for the first time, Devon-specific issues. Nearly 3,000 young people from Devon took part, voting mental health as their top local issue and health and wellbeing as their top national issue.
It’s not the first time that mental health has been voted as a priority area by our young people, and we’ve been working hard through our Youth Voice Saturdays to try to help bring about change. However, it’s clear that there is more to do to help improve mental health services in Devon and we will use the results of this vote to give us fresh impetus to work with the Devon Youth Council [
] to create a detailed, youth-led action plan.

Recommendation to withdraw Exmouth Gateway proposals
We're proposing not to proceed with the planned active travel improvements near Exmouth railway station following feedback from residents.
The scheme, which aimed to reduce the amount of traffic in the town centre and improve the experience for people arriving in Exmouth, included plans to close the subway near the railway station to enable widening of the shared pedestrian and cycle path in this area and changing the zebra crossing to one with traffic signals.
However, during two rounds of public consultation, the majority of respondents did not support the closure of the subway. Without the additional space provided by the infilling and closure of the subway and its ramps, it’s not possible to deliver the other active travel improvements.

Have you read this month's Devon SEND Newsletter?
We produce a newsletter every month about the work and services that we provide to children and young people with Special Educational Needs and Disabilities (SEND) and their families.
It's to help keep parents and carers informed of what we're doing to improve support for young people with SEND, and to signpost to services or guidance that may help families.
We've seen an increase in the number of people signing up to receive it, which we are really pleased about because it suggests that families see it as a valuable resource, and helpful way to receive information from us.
This month we've got news about some changes to our SEND Statutory Team, summer term dates for the Autism and Us programme and an update from NHS Devon's Head of Mental Health Commissioning about support in schools... and lots more!

Exeter Pride [

Join us at Exeter Pride!
We will be at Exeter Pride [
] on Saturday 11 May 2024, demonstrating our commitment to diversity and inclusion.
The march starts at midday but please meet outside St Sidwell’s Community Centre at 11:30am. The route begins on Sidwell Street (just off Summerland Street), it will head down the High Street and turn off right onto Queen Street, ending just before Northernhay Gardens around 1pm.
If you do not want to join the march, please do still come along and enjoy all that Pride is bringing to Exeter.

It's the Benefact Group's annual programme of giving that anyone can get involved in, and again this year they’ll be donating over £1 million to charities and good causes nominated by you. Nominations are accepted between January 1 2024 and 19 December 2024, and during this time anyone can nominate their favourite charity for an award of £1,000.
There are six £1,000 draws in 2024, so the earlier you nominate, the more chances Libraries Unlimited has of being drawn. Once you’ve nominated, Libraries Unlimited will be included in all the remaining £1,000 draws in 2024. The more nominations they get, the better their chances of being drawn, so once you’ve nominated them please share this information with your friends!
